ICOMOS Portugal is the national committee of the International Council on Monuments and Sites, a worldwide non-governmental association that brings together specialists in the conservation, protection and enhancement of monumental and archaeological heritage and of sites of cultural interest. Constituted as the Portuguese representation within an international network, it acts above all as a technical and doctrinal voice, distinct from the State bodies that directly oversee heritage.

Origins and international framework

International ICOMOS was founded on 22 June 1965 in Warsaw, the year after the adoption of the Venice Charter (1964), the document that set out the modern principles of the conservation and restoration of monuments and which remains the foremost doctrinal reference of the discipline. The creation of the association responded to a resolution of the Venice congress that called for the establishment of an international council on monuments and sites.

Portugal followed this movement, but only formalised its representation several decades later: the national committee ICOMOS Portugal was constituted on 14 October 1980. Its existence forms part of the long history of heritage institutions in Portugal, although, unlike the public administration, ICOMOS brings together professionals in an individual capacity — architects, archaeologists, art historians, conservators and engineers — and holds no administrative powers over heritage assets.

Functions and scientific committees

The mission of ICOMOS is to promote the conservation, protection, use and enhancement of monuments, ensembles and sites. To this end, it develops doctrine through international charters and principles, organises meetings and publications, and mobilises the knowledge of its members around specialised themes, organised into international scientific committees — from stone restoration to industrial heritage, from cultural landscapes to the archaeology of standing buildings.

At the national level, ICOMOS Portugal serves as a forum for technical debate and as an interlocutor of the public authorities, notably the central heritage body, today the Património Cultural, I.P., formerly the Directorate-General for Cultural Heritage. Its authority derives not from legal powers, but from the scientific standing of its opinions and the participation of its members in networks of experts.

Advisory body for World Heritage

The most widely recognised facet of ICOMOS arises from its status as advisory body to UNESCO’s World Heritage Committee. With the entry into force of the World Heritage Convention in 1972 — one of the principal international heritage conventions —, ICOMOS came to evaluate nominations of cultural properties to the World Heritage List, drawing up evaluation reports that recommend the inscription, referral or deferral of proposals, and subsequently monitoring the state of conservation of inscribed properties.

For Portuguese sites, this function takes the form of field evaluation missions and of opinions that weigh decisively in UNESCO’s decisions. ICOMOS Portugal thereby contributes to the technical credibility of national nominations and to the international scrutiny of the management of properties already classified, articulating the universal doctrine of conservation with the reality of the country’s built and archaeological heritage.
