- Quartel da Pontinha (instalações ampliadas a partir de 1967)
The Command Post of the Armed Forces Movement (MFA) is the building in the Pontinha barracks from which, on the night of 24 to 25 April 1974, the operations that overthrew the Estado Novo regime were directed. It has been classified as a National Monument since 2015. The site is more a testimony of memory than of architecture: an operations room set up in a prefabricated pavilion inside a military engineering barracks, in the area of Lisbon.
The Pontinha barracks
The Cultural Heritage register, I.P. explains that the Pontinha Barracks was occupied in 1901 by the Company of Sapper Privates, because it stood at a central point on the military road between Sacavém and Caxias, with good access to Lisbon, and because material had to be stored and engineering personnel housed to maintain the road and the neighbouring fortifications. The unit became Engineering Regiment No. 1 on 24 October 1947. In 1967, on the proposal of the director of the Engineering Corps, the Minister of the Army, General Joaquim da Luz Cunha, ordered the remodelling and extension of the installations, and in November 1971 the regiment’s command moved from Campo Grande to Pontinha. According to the register, most of the buildings erected to the design of Captain Augusto Vieira da Silva were demolished during the expansion phases of the present barracks; the material and vehicle stores, the officers’ mess, part of the bar and the sergeants’ room, and some sergeants’ quarters retain the original layout.
24 and 25 April 1974
The classification decree summarises the essentials. The Command Post was the point from which the MFA directed the operations of 25 April. The choice of location took into account its proximity to the capital, its relative isolation and the discretion of the installations, and the fact that Engineering Regiment No. 1 was a unit trusted by the revolutionaries. The operations room was set up in a prefabricated pavilion, with radios, telephones, transmitters, weapons, ammunition and maps. It was from there that the MFA’s programme was made known to the country.
The same decree and the register indicate that Marcelo Caetano, President of the Council of Ministers, Silva Pais, director of the PIDE/DGS, and Ruy Patrício, Minister of Foreign Affairs, were detained at this site. According to the register, Marcelo Caetano was brought there by Captain Salgueiro Maia. For other places linked to the regime’s repression and its memory, see the Peniche Fortress and the Museu Nacional Resistência e Liberdade.
Museum Nucleus
The Museum Nucleus of the MFA Command Post was created in 2001 by the Installation Commission of the Municipality of Odivelas, in collaboration with military institutions, and inaugurated on 25 April 2001. It reproduces the conditions of the space on 25 April 1974: the operations room as set up, with a large central table, tables with radio sets and telephones, a metal cabinet with pistols and grenades, windows covered with blankets, a map of the country’s roads and some local charts. There is also an outdoor signals tent, an improvised dormitory, a permanent exhibition room, a temporary exhibition room, an auditorium and an audiovisual room.
Classification
The building was classified as a National Monument, “including integrated heritage”, by Decree No. 21/2015, published in the Diário da República, 1st series, No. 208, on 23 October 2015. The decree was approved by the Council of Ministers on 17 September 2015 and signed by the President of the Republic on 16 October. The opening dispatch is dated 17 August 2011; the register also lists petition No. 6/XII/1.ª among the acts of the process, and the opinion of the Architectural and Archaeological Heritage Section of the National Council of Culture, of 1 April 2015, proposed classification as a national monument. The criteria invoked are its interest as a symbolic testimony, as a notable testimony of historical events, and the collective memory the property reflects. The special protection zone was left for a later ordinance.
The decree and the register place the property at Rua do Regimento de Engenharia 1, Pontinha, parish of Carnide, municipality of Lisbon. The museum nucleus, however, was created by the Municipality of Odivelas, and Turismo de Lisboa gives the postal address as Pontinha, Odivelas. For visits, the relevant contact is the Municipality of Odivelas.
Planning a visit
The building lies within the grounds of the Engineering Regiment No. 1 barracks, so it is advisable to confirm access before going.
